Background

As basicaly partnership system is an enterprised cooperation form that advantage interdependence between financial capital owner/firm with several individuals/groups on operated specific activity which it’s goal is profit oriented. This cooperation mode form in Indonesia’s term is “Perusahaan Inti Rakyat/PIR” (its same about communities and main firm cooperation), as partnership line a financial capital owner/firm is called “inti”, and individuals/groups as fund receiver are called “plasma”. This partnership system is a formed area development through local economic development that based on society economic which it implementation more be emphasized at development that directed to communities. A fund that be given more be focused on financial capital credit from government to indivividuals/groups through a firm (“inti”) and it’s returned method by divided outcome system that be found from profit based on dealed determination.

Implementation of partnership system on shrimp culture development is a one of Indonesia government regulation in order to increasing community prosperous with utilized human resources and nature (coastal) also financial and harmonious with society economic program. A component as “inti” is firm or big entrepreneur that strong on financial, whereas “plasma” are shrimp farmers (as individual or groups) who have shrimp culture technical capability but weakness on financial capital.

A support that be given by “inti” is financial capital credit distribution from government by means of “plasma” as guarantee, whereas it returned credit system be implemented through divided profit from shrimp culture outcome by “plasma”. The credits that be given by “inti” are credit for shrimp culture financial included pond area ownership and settlement with it’s supported facilities, also work financial credit that to be need to implementation of shrimp culture process (fry, shrimp culture production facilities, harvest, etc). This credit system to be mplemented through dealed determination by “inti” and “plasma” that be formed on agreement letter, that contains :

1. Kind of credit;
   
2. Value of credit;
   
3. Period of credit;
   
4. Land status.

Main factor that to be attentioned is transparency of credit system implementation, especially on “plasma” credit values development that its based on shrimp culture period. The information like mentioned above, is to be need to keep harmonic relationship and its not make trusty crises impact both of them, this condition can make a conflict on shrimp culture development activities later.

Except credit system like mentioned above, partnership system also need a work agreement between “inti” with “plasma” in order to provided work system on implemented shrimp culture activities at pond development area. As generally, if its to be viewed from structural and functional, between “inti” and “plasma” are a work partnership, with the result that its need a clear definition to directed work relationship in order to avoid overlapping on rights and duties of them. Work system which be mentioned usually includes :

1. Qualifications and rules.
   
2. Rights and duties.
   
3. Hierarchy of structural and functonal;
   
4. Rewards and punishment;
   
5. Dischaged partnership;
   
6. etc.

Work system like mentioned above, also it must provided through agreement between “inti” and “plasma” in order to on shrimp culture development activities can be implemented as harmonic at condusive atmosphere that very to be need for successfully of shrimp culture process.
